FUNimation actually used to always include a subtitle track and a SDH track for people who wanted to watch the dub with matching subtitles too. The result was endless rivers of tears from fans who couldn't figure out that they had to choose the right option for the menu or toggle to the right option manually. They assumed FUNimation was 'dubtitling' everything instead of including an accurate translation and there was a lot of complaining.
You do see discs with both tracks occasionally but it's way less common nowadays. Blame silly people.
I guess the logic is that people who need the dubtitles most probably won't notice the difference between the spoken word and the text as much as people who can easily follow the English audio, so they get to save a little money and avoid complaints from people who jump to conclusions.
