Seras Victoria is from Hellsing (TV series) or Hellsing Ultimate. It is based on the manga by Kouta Hirano.

I think its fair to say Watari is English, don't you? Probably everyone in the Wammy house is.

Not necessarily. It's likely, but never stated, we only know for a fact Wammy's house was in England, but he assembled child geniuses there to become detectives, he may well have travelled far and wide, not just round England, to find them. I'd say judging by Mello's real name he's not English, but Quillsh is not exactly...well it's not even a name =P So they could be, but it's not necessarily proven.

Well, pretty much no-one in the real world is as British as, say, a random American pretending to be British would try to be.

Toaru Majutsu no Index - One of the characters is an nun from the Church of England.

Bakumatsu had a pretty sizeable English cast.

Another interesting fact that Yuji Sakai (from Shana) is voiced none other by a bloke from Southampton. Course this dosn't change the fact that he's naturally Japanese.
