That's not necessarily a bad thing though. DRRR was released first on Blu-ray by Aniplex, who doubled the release for US and Japan, Japanese audio and subs, English audio and subs, and no signs tracks.
Siren re-authored the discs for Region B, and I guess the hope was that they'd put on a signs only track for the English dub. But... everything has to be okayed by Aniplex before release, and I can see them okaying something being removed, but not okaying something being added.
