Yeah, I believe that's the case. I've approached then in french, then told them I was no good with french and asked if they speak spanish or portuguese. There was a guy in a restaurant that started speaking japanese with my mum (she actually speaks a bit of it, much better than I do, at least). Unless you weren't able to communicate at all in French, it would have been politer of them to allow you to continue in such a language. I understand what you mean, but in their defense, most people there spoke another language.
