Apparently...

Jolteon is currently the most meta-relevant non-legendary Electric-type Pokemon. It has long been the Gyarados slayer, but it’s been pushed out of this niche by the strictly superior Raikou and Zapdos. Jolteon’s remaining advantage is its easy accessibility.

On defense, Jolteon has access to one of the best defensive fast moves - Volt Switch. However, it is held back by its low HP. Given that and with no way to threaten Ground-type attackers, Jolteon is easily hard countered and rarely seen seriously trying to hold a gym.
