My gut tells me they'd probably not have them as it's spending money on something they will 99% of the time not be able to capitalise upon. Though I'd imagine they might have 1st refusal as part of sub licencing from the US companies.

To be fair, if a prospective business partner outright shows that they need support just to pay for a licensing cost, I wouldn't want to do business with them.
