My mistake, I knew Yoshinaga directed it but for some reason I had it my head that Oshii had.
As both Lutga and yourself say, it's always portrayed as mecha show but it's actually a slice of life show with mecha in it.
Also if you haven't seen it worth checking out Super Mobile Legend Dinagiga, also directed by Yoshinaga, decent little OVA along the same lines as Patlabor.

Also worth noting that The New Files and TV series are directed by Naoyuki Yoshinaga while Oshii directed the Early Days OVA and the first two films.
