Forgot I had my zavvi preorder yes took over a week to arrive. And they call 23 Beta the essential catalyst so why wasn’t it released prior to the BD?

Japan did. It was aired right before S;G 0's VN was released there and later included in the anniversary BD Box, which also includes the IBM episodes. So over there it's part of the original series. (Which makes completely more sense to me, as it's following the old direction/look and style etc.)
For some reason that only applies to there though, overseas releases don't have that episode or the IBM shorts. (For English versions makes sense, since they came before the 2nd re-edition Box im Japan, but Germany and France were later than that afaik and also don't have them.)

I suppose having the episode in the S;G 0 Box is better than not at all. And having a re-release of the original S,G with an extra episode is probably bound to make people annoyed like it did for Mirai Nikki.
