Pretty much the above. The banding issue is really bad and it seems to be a mix of being in the source, being highlighted more by the different brightness/contrast levels between the JP/US releases and poor compression.
The episodes are compressed far more than they needed to be too. Nowadays Funi's disc 1 episodes are encoded at ~25mbps with disc 2 being slightly higher or low depending on the extra features. Psycho Pass's episodes are all encoded at ~13mbps.
