Not seen all of these, but will comment on the ones I have
Penguindrum
Out of all of them, I'd recommend this the most. It gets quite aloof and 'meta' in places, and really takes a lot of deep reading - but visually it's stunning and has some incredible themes running through it. If you like Shaft's Monogatari series and that sort of take on a very urban kind of fantasy/symbolism then you'll probably love this.
Heaven's Memo Pad
Often overlooked, and to be fair, it's pretty so-so in places, but imo it's one of the best portrayals/analysis of the NEET phenomenon in anime. It's got that whole kids clubbing together into a gang thing that DRRR! arguably does better, too.
Mysterious Girlfriend
So much saliva. I know a lot of people are put off by the icky premise of this, but it's actually a really, really solid rom-com. It's nice to see a romance story that isn't clouded by loads of harem crap too. As you can imagine, it's surprisingly racy in places - but again, it's kind of refreshing to see an anime romance that isn't afraid to take an honest look at two social misfits that just want to get off with each other, but keep skirting round the issue. I sort of like to imagine this series as what it'd be like if Shinji and Rei from Evangelion actually got together.
Outlaw Star
To dismiss it as a poor man's Cowboy Bebop doesn't do this series justice. There's a really clear arc to the run of episodes, and it gets really, surprisingly dark in places - the blend of comedy, action and general 'hijinks' in space is done so well, and it plays up its classic 90s vibe so well. I really, really enjoyed this.
Paranoia Agent
Classic Satoshi Kon, and arguably one of his better works too - especially given the extra space a TV show allows him to work with. It obviously repeats a heck of a lot of the themes from Perfect Blue and Paprika, but it does a really good job at nailing the whole 'urban legend' thing - and aside from a weird mis-step episode that's a bit like an early take on Sword Art Online, this is properly great stuff and builds towards a fantastic climax.
