It's a release they're doing together with Crunchyroll and all of the Crunchyroll releases are listed as being multi-region (1|2|4|A|B) according to Funimation's website so you can just import it.

Different angles and music, as well as juxtaposition with and context amongst other works can affect ratings.

It's not an exact science, hence why we all whinge so much about it.

I think 'Suicide Scene' is pretty clear cut.
