I think it might just be that Next Sky and Yohane the Parhelion are just odd cases tbh. Past OVAs haven't been subbed either and Yohane isn't the typical Love Live series. Bandai Visual isn't a stranger to inconsistency with subtitles either. The latest Gundam series also lacks subtitles. I imagine importing is also a pretty niche practice, especially so for Japanese releases. I doubt there's enough imports for Crunchyroll to take issue with tbh. If I had to guess, it could be Crunchyroll complaining that English subs are cutting into their profits for the Western releases, which is dumb because CR won't release a LE version of the newer entries in the franchise and is more likely to half ass it compared to the JP BDs.
