I think the Index series is more complicated in terms of licensing, if we're lucky it might be confirmed when Index movie receives a BD treatment.

I highly doubt that. I get the feeling that the reason Shangri-La got a SAVE set so quickly may be because it sold poorly. I mean, it bombed completely in Japan, and it's not exactly the most well known or well reviewed series. You're honestly not missing out on anything.
