A "roll call" is normally a practice in finding out who is in attendance mainly in the military. I guess most OPs are roll calls in a sense as they show the characters in the show. I watched both OPs for Part IV and true enough all the characters are there, but I wouldn't call it a roll call as none of the names are called out. Maybe the original show had an extra scene with this or maybe he means a "previously on..." scene used to be there and they were cut because they're not needed when binging. I couldn't say as I haven't seen it.
 
The roll call thing would normally matter when the names of the staff change between versions of the OP, which happens often for endings (since the cast members and episode staff differ between episodes) but not so often for openings, which tend to focus on the main team members for the entire series. I spot checked the Part IV OP too and couldn't see any obvious differences but presumably they're there...

Nope. Sevakis is referring to the Japanese broadcast version. Discotek released the English/Italian broadcast version first months ago (which had the Italian OP) and the reason they had yet to release the Japanese broadcast version was because they had to spend a fair amount of time correcting/improving the translation. Anime Limited's version is apparently the Crunchyroll subs cleaned up I believe so they got theirs out much faster.
 
Ah. He should really have separated the two points he's talking about better, I presumed he was talking about translation fixes to the OP, which in Japanese is instrumental, so I couldn't really make sense of it any other way.
