I mean, they only have the usual low-scale swearing and nudity that most teenagers are aware/know of. I highly doubt I see >10 year olds up at 10pm, watching it (unless it's bad parenting). So it's really a "no harm, no foul" system.
Mind you, the slip through this system is that, unless you're like us here, and you discuss/research what animes are like, then teenagers may watch scetchy/boarderline scenes from animes without the awareness of these scenes.
E.g. From Evangelion, where Shinji masterbates near Asuka in the hospital. An 11-14 year old kid may not understand what Shinji did.
I think certain companies and 'watered-down' animes, such as (dare I say it...) 4Kids are neccessary. Obviously for the younger audience to become intrested, like reading the back of a book, and suddenly you're hooked to that book's description.
But past the introduction, they should allow things, like the odd spit of blood, low-scale swearing (like "crap," but not "****"), and Magical girl transformation "nudity" (like Sailor Moon).
The rest is pick-and-mix. 15+ should stay as they are, but later showing if on TV. Even if some people find the previous group 'unappropriate', they can show it at these times too.
That's my thinking anyways.
