The whole mobile thing is bulls**t in my opinion, as far as I know TCLS form only deals with television/radio in a linear form and excludes on demand and mobile television which is something else entirely. Turner were granted a NEW license and it was not renewed, it was granted the same time as Chellomedia were granted with their CBS HD channels.
I for one think there is more to this story than meets the eye.

Reasons why it's a lie:
1) It's a new television license and not renew
2) No other Mobile channels have ofcom licenses

Mainly stuff for RCSW3, so this was a few months after they finished showing AS stuff on FX.
Also, I think I have sussed it! They have the Ofcom license, but they might not have the channel space on sky yet, so they might not be allowed to announce the launch and stuff
