Of course, Naruto shares the conventions of the shounen jump genre just like Bleach, Yu Yu Hakusho and even Rurouni Kenshin (training, power ups etc). However, that's where the similiarities end. The characterization and story, not to mention action and animation are so different to DBZ that it seems somewhat pointless to compare the two series. It's like comparing one rock band with another, they both play rock music but each have their own styles, vocals and direction.
Beyond it's roots in the Shounen Jump genre, Naruto is only similiar to DBZ in terms of wide spread popularity and an ability to hook and nurture new anime fans from completely different walks of life.
