Toei Europe have a weird aversion to streaming. With them it's very much TV broadcast or broke. Which is why we get barely any Toei shows on CR, and why Kai is only just coming out on DVD.

According to Jerome Mazandarani, it's on BD because he begged for it and was able to convince them they wouldn't get a big TV deal. Nothing to do with France.
