That's because it was rated in 2008, as none of the content of the episodes has been altered it did not require being recertified. It would have needed to be reclassified if an English dub was added to this release.
You are right in saying under the modern guidelines it would probably be a 15s though.

I don't think staffing is related, although being a small business that has always been a challenge for them. I think this is more Toho wanting to capitalise on global demand and establish themselves more internationally and not be dependant on others for releases. They've had a good relationship with AL with past releases (Godzilla -1 in particular) so probably look like an ideal company to bring into the fold. On the Embracer side, they've been looking to offload anything they can since the overreach in their M&As and I think they'd be more than happy to let more niche stuff go if it improves their bottom line. They were surprisingly hands-off from what we could see publicly so I'd think letting AL go wouldn't bother Mr Wingefors much.Question for anyone in-the-kno about takeovers/profits, as this end of year chaos has had my noggin' joggin': Could the decisions made regarding an obv lack of staff X all pre-orders crammed in before year's end - during a hectic sale - be linked to the Toho acquisition?
TLTR: 'Tis a curiousity of mine if Embracer/Plaion could have benefited from this mess.
During the disasters of the past, like the Eva squared saga, there was an effort to rectify; going as far as employing a third-party professional distributor iirc. T'would appear here - more or less - the higher-ups knew what cummin, and threw their staff under the bus given the vast majority of sale orders had zero hope of being fulfilled. Only getting to day 2/12 before going on holiday is... something.
Scheduling a hefty box set/Eizoken pre-order days before staff sod off, during the time of year when parcels get battered, adds up not at all well, either. Nor Andrew going to ground sometime after the Embracer acquisition, after being reduced to an employee/more a non-cuddlymascot. Bodes Ill, with the benefit of hindsight.
