There's also Mechazawa in Cromartie High School, Chiyo's Dad in Azumanga Daioh, The Professor in Nichijou.

the gay guy
the pervy old man and heram guys
the bad tempered girl
the hyperactive girl/boy
the scary or emo girl/boy
the absent-minded girl/boy osaka example lol
yeah there all funny
 
Well I never thought of an individual as being a "funny character" as at any time -given the circumstances- a person can be humours by laughing with or laughing at, for example Hanasaku Iroha at the end of episode 2, or Tōru's reaction at Ohana and Nako wearing those kimonos in episode 6

for the sake of argument though, Nichijou all up in this thread

Bossu!!! from Mazinkaiser made me chuckle especially when he tried to chat up the twins in english.

Ryo Saeba from City hunter is pretty funny too especially when he's in mokkori mode.
