Lolicon does not, in any way, shape or form, imply animated child porn. It is a modifier implying a desire for or themes regarding the sexualisation of children. A person can be a lolicon person; a manga could be a lolicon manga; a (live action) film could be a lolicon film and so on. It describes a sub-genre for any particular medium or a personality trait of a person and implies nothing more.

Are you trying to say,....... for example, in a series of a manga, that the charactors (which is a young girl) doesn't have to have sexual encounter, and the theme of that series is including sexual desire or theme (for example, conversation, jokes) of the charactors. Can count as a lolicon manga?
