I think the anime did a meh job of getting people involved since most of it bar season 3 was filler, and not great filler at that.

Yeah it doesn't do well to convey what the manga achieved. I'd recommend giving Book of Circus and Book of Murders a chance. This is where the series starts to hit its stride.
