Your description for a show starring @Neil.T basically was "awkward and contrary" (Neil. T, "General Conversation Thread", 2018), thus making an excellent plot for an EVA rebuild. Thereby you not understanding any of this is the entire point, since there is currently no-one in existence who can explain the plot for any series/movies in the NGE franchise. So you could litterally approach the writers of the show and say, "Hey dudes, I've got a great idea for EVA 0.04", they'd read your idea and be like, "Oh MAN, welcome aboard our scripting team! We love your work, awkward and contrary, it's what we do here at Gainax!"
