Madman is owned by Crunchyroll now so its them stopping themselves.There's two possible reasons why it's subtitle only despite a dub existing (and these are just pure guesses from my end). It could be that Madman are using more-or-less the same masters as the Aniplex of America release, which was subtitle only, or Aniplex wouldn't allow Madman to include the dub on their release, to prevent people in the US from importing a cheaper release if they want the dub.
The US release was 3 discs will the AU will be 2 discs - so like always when Madman releases an Aniplex or VIZ title they will create their own discs from scratch - and these are always region-locked.Madman is owned by Crunchyroll now so its them stopping themselves.
