Anime isn't determined by art style. It's determined by the fact that it comes from Japan since anime is a Japanese word. If it's not made in Japan, it's not anime.
 
Moomins were also half-animated in Japan. For the most part, IIRC. I imagine its not dissimilar to that Oban Star Racers or some crap. That french thing. Probably the same argument as Transformers as well.

Also, Biker Mice from Mars. Never watched it due to my young hatred of all things that aired on CBBC and them Saturday morning shows with the wacky presenters. I can vaguely remember Simon Amstell being awesome on Nickelodeon.

Rugrats was my biggest obsession as a child and watching it now, its a hilariously clever show. The parents are doing their own, generally quite adult thing and the kids see it as boring parent crap and get on with their adventure of a life time. Rugrats In Paris was a solid movie as well. I didn't mind Kimi that much. Dil was a bit irritating.

I also loved that they done All Grown Up as well. It was nice to see them getting old and the parents unreasonably old. It was a catchy-as theme song sung by Suzie, I think.

Also, that show, it's not SMTV, is it? That had Ant & Dec.

its a trick picture.....look closer at it.....if it had been intended to show rugrats, i'd have posted a pic of a rugrats episode.

No....that and the leprechauns should be enough to guess what program that is :p

The japanese disagree =)

Anime is literally the japanese word for cartoon. Tom and Jerry even got in the list of greatest anime from all times.

But as a generalization, westeners use the word anime for animation coming from Japan, as it's easier to band them together than actually try to group them all with western cartoons.

The real answer is: "who the hell cares?"
 
As chaos said, the Japanese certainly don't care. Everything animated is 'anime' to them because... wait... DON'T DRAG ME INTO THIS!
