Kawrou doesn't need extended time [even if it is inevitable this time around] all he did was make Shinji question his sexuality and let Shinji kill him even after the epic struggle he put up to get to Adam even though it wasn't. He made Shinji question his sexuality? I don't think so, in fact I don't think the issue of sexuality (despite how significant it is) was ever brought up in the entire two episodes at the end that centred around Shinji's mental development.
While we're on this subject, do you think Shinji was attracted to Kaworu romantically, or vice versa?
Yes, he made a pass and Shinji, and Shinji was reluctant to take it, hence the questioning of his sexuality, within himself, all "Do I want this?" but it was too late, the one person he realized he loved... Well, Shinji would have been reluctant to 'take' a pass that a girl he barely knew made at him as well, I think.
Personally, I do think Kaworu was attracted to Shinji, and Shinji was on the verge of falling in love with Kaworu. Shinji is, obviously, not gay, though.
