Yeah, it is. I just clicked the France flag and that became the default language when I loaded up the page.

Site that are multilingual usually try to infer what country you are from by your external IP address. All but a few of them will store a cookie on your PC to keep track of what language you last requested.
 
No, it's cookies. Fiddle around with it and you'll see what I mean.
