Well, if this is about PA coming out on DVD uncut:
If it's got a 15+ certificate on the case and it's clearly known, then it SHOULD be uncut.
It would be the buyer's responsibility to think "Should I buy this?" or not, and the Tertiary business (retail shop) to sell to the person, if it's the right age.
The people dubbing are responsible for getting a product from Japan into English or other languages. If it sells, then it sells.
The Monitoring business (which I think is the BBFC) should not any say what-so-ever on this other than supplying the age certs.
If it's about TV viewing:
Have you not seen what they did to DBZ?!
Of course they're gonna rip the thing apart! Companies like CN/Toonami want a successful anime to be on their show, so they go looking for one. But for them and PA to strike a deal, they MUST meet the TV laws.
This is something that lil' kids that come home from school may see if shown between 4-9pm. A 10 year old kid watching red stuff flying out of bodies, or what-ever, may become freaked out, or want to try it out. Extreme, yes, but we live in a world where 15 year olds go rape 10 year olds. And putting something that's 15+ onto screens doesn't help anything.
That's why we buy the DVDs... To see the proper thing without the crappy cuts. If that may be a strain on your life, then complain... Then get a job while they're processing your thoughts...
