The Oshii film is brilliant and one of my favourites for its direction, score and existential questioning, but SAC is also great. I think it's definitely more similar in tone to the original manga by having a bit more time for laid-back fun, political intrigue and dropping in a bit of that technobabble Shirow really loves.
SAC always struck me as more accessible, but yeah, horses for courses. I love the Oshii film, but it saddens me a little that it's kind of set the template for all the anime to follow - nobody seems to want to try going for the wry, jokier Kusanagi from the manga.
