The movies are on a totally seperate timeline from SAC and SAC and the movies are unrelated to each other.
 
This is how I see it, and feel free to disagree.

Ghost in the Shell: The Movie - based upon the original manga by Masamune Shirow, it's basicaly a reworking using the Project 2501, The Puppeteer Plan story line as its basis. The movie opens at the same point as the manga's part 01: Prologue.

SAC 2nd GIG: Episode 26 - this ends with a scene where Section 9 are in a courtyard area surrounded by cherry blossoms, after a brief conversation they are called back to work and are seen heading back towards the city in the new Buchikoma. This is almost a scene for scene take on the manga's part 02: Super Spartan.

As Mamoru Oshii was responsible for 2nd Gig's story concept, it could be plausible that it was full intended (by Oshii san) for the two series to act as a prequel to the movies.

Agian, I'd say that the second movie is a follow up to the first and is set some three years latter than the original film.

No because in the first movie Togusa has just joined Section 9.

The movies are connected but are seperate from the SAC universe.
 
The dub actress for the Major in the original film was terrible. GitS dialogue is dry at best, but she was monotone, lifeless practically amateur. Unsurprising that she wasn't invited back for the series and second movie (which have pretty reasonable dubs).
