Scrubs is good, even the failed attempt at bringing it back at a Med School is fairly good. I have a few favourite comedies, though:
How I Met Your Mother: Neil Patrick Harris is a God. Barney makes this show, but Marshall, Lilly, Robin and Ted are so great. Without a doubt the last good sitcom that isn't single camera, and has a laughter track. It's like a multi-camera Arrested Development. Which nicely brings me onto my next one -
Arrested Development: Again, this is a show where the cast make the characters. The writing is probably the best your going to get in a half-hour comedy as well. Jokes that reference jokes two seasons ago don't happen in every comedy. I don't think there has been an show as quotable as this either. I'm very eager for its upcoming film - filming should begin this year!
Glee: The description you gave, from crying to laughing, Glee does it all. It's not a half-hour laffer, but its probably the funniest thing on a weekly basis I've seen in quite a while.
Honourable mentions go to: South Park, Parks and Recreation, The Office US (S2 - 4/5), Robot Chicken, Aqua Teen Hunger Force, Seinfeld and Modern Family...
