Considering the (nearly non-existent) region locking on the US release of Dance in the Vampire Bund I find it highly likely that the UK license was a sublicense from Funi rather than a direct license. So it won't have been subject to the same restrictions.
I assume Funi's sat on the UK rights to BakaTest and Manga just doesn't want to be involved with it.

Not only that, it has been explicitly confirmed by FUNi (for Bund).
