Urgh ending this now. its not the Video card, if its not booting up properly theres a problem with the start up procedure, have you gone into the Bios and changed the power management - then change the tab "incase of power failure" turn it off, turn off the pc, turn it back on and then it SHOULD be fine, that simple thing has fixed so many problems before. IF the Bios still wont open then a boot up disk is required. all you have to do is check that you've looked after everything properly. have you put hardware in anti static bags? have you discharged your static before touching any hardware? :p actually, there are two people with problems here. One is either the video card or cables, the other seems to have some sort of hardware problem :p Anyway, I'm not trying to help, Im only here to confuse people.. :p

Maxon it could be easier to unbuild and build from scratch again. has the psu been connected up correctly? remember there's a cable that (that's name has escaped me :( ) connects up to the power button. make sure thats connected, if you don't hear any start up beeps then it probably isn't connected up correctly. and also a common problem that im suprised has taken this long to consider: has the cable that connects the moniter to the base unit been connected to the correct slot in the back? double check the video card is pushed in evenly on both sides (its a pain sometimes and it could be that its just sat proud on one side and thats disturbing the connection) providing everything else is plugged in correctly then you shouldn't have any further problems. remember one of the ribbons (i think its the floppy disk drive but can't remember this early in the morning) has a twist in it.

Any further problems lemme know and i'll try to think of possibilities of the causes and a way to fix them.
 
Cheers. I was going to give it a blast today. I may try my hand at putting my current video card in if those don't work out.

I have asked about this on another forum, and the theory is that I got a bad mobo. However, I'm going down every avenue before I resort to returning it.

Have you tried pressing Ctrl + B

It bookmarks for you. what internet explorer are you using? it might be a possibility that there's an error with where bookmarks are saved for the internet.
