Can anyone help me identify this? I've been trying to ID it for years and no luck

It's clearly a cel of Atelier Musa origin who primarily as a studio work on Backgrounds etc. In the cel era they worked alot with Sunrise OVAs etc along with other studios.

It's kinda hard to narrow it down further without just guessing since I reckon this might be a throwaway scene rather than a main character. It just has that vibe but I might be wrong.

It kinda looks like a news report on in the background and the character has a realistic style to him which makes me think Gasaraki BUT honestly I can't see how this scene would ever fit in somewhere with that show lol.

All Gundam stuff is too future set for this scene, Cyber Formula the same and the general character designs of that show are different.
Can't remember what the adults look like in Matchless Raijin Oh but maybe this would fit?

Another guess would be Magical Pretty Sammy which they worked on as well. The general character designs don't match though.

Honestly at this point I'm kinda stumped and probably not helping much.

I'll look into the shows you mentioned to try find this character, even google lens, AI scanning it, gives a new answer each time

There is a animation cel community on reddit that I'm sure could help you to. https://old.reddit.com/r/AnimationCels/

They have a tool which matches cels to episodes but it seems you need to know which show its already from since it works by scanning video files to match the frame of your cel. Which obviously won't help you right now sadly.

But loads of experts on there and you never know someone might just know.

Oh the one thing I didn't mention in my original post is I'm fairly certain it's from a 90s production. As the character design doesn't really match an 80s style, chance I'm wrong but I'd be shocked if this cel isn't from around 1993-1999.
