They'll probably end up re-using Nozomi's 08th MS Team authoring. Nozomi's 08th MS Team release isn't any better than their poorly encoded 0083 apparently (probably also missing the original Japanese tracks like Nozomi's 0083).

Takarajima doesn't have an English subbed release, but I can imagine that Discotek would pick it up someday. The French Blu-ray is strange: uses branching for OP/ED and it's totally not seamless. FR BD also has locked subtitles iirc. Don't know if that could cause problems with external subs...
Small scratches usually don't cause such problems. If the scratch affect the readability of the disc, then the player should usually skip the affected part (and make disc reading sounds). The corrupted frames are probably baked into the M2TS files.
There are older English dubs (East Asian dub of series, Streamline Pictures dubs of two compilation films), but GKIDS will likely be using the new English dub that was commissioned by the Japanese rightsholders for international distribution.

It's kind of random what gets the same disc in UK/FR. Doesn't happen frequently. The Gundam releases that use same discs in UK/FR are:

Yep. The UK release uses Rightstuf authoring. I highly doubt US disc is any different because iirc mastering and quality control finished somewhere in February (The UK discs were btw authored in early April according to dates on disc data)
Gundam SEED is encoded with incorrect RGB levels. You should set Blu-ray player RGB level to Full when watching this BD (under normal circumstances it should be set to Limited). The SDBD discs don't have this issue.

I expect to see similar reviews from Dutch mainstream media in the coming weeks, maybe even next week due to loosening of COVID restrictions. Doesn't help that the series isn't being streamed here, so the only way to watch is via piracy/imports/vpn.
