Xbox live to offer Anime downloads

In April Microsoft are releasing the Xbox 360 Elite, its black and offers a bigger harddrive. In the same article on www.teamxbox.com they also talk about the success and future of video market place, its only a couple of words, but ADV films will be appearing on xbox live market place at some point.
I'm not 100% about this information, whether or not that it will be for the americans or just everyone. I've read countless times that these movies have been released on live, but on my xbox I can't find anything.
The new xbox releases on 29th april, there is no date for the new video market place content.

The current movie and TV downloads are only for US customers.

They're supposedly working on something for Europe, but they seem to be taking forever.

I think they are working with ITV, BBC and C4 it's all do with TV rights and distribution however with the anime deal I think that may happen soon here am I right to assume BT Vision has a deal with ADV? I'm sure BT and Microsoft are working together to have IPTV setup on the Xbox 360.
