The car he drives in episode 3 is definitely not 19th Century! I tried looking at (English) Wikipedia and it said the same as you. So I checked the official, Japanese, website for the anime which says

Infact, using Google Lens, the car I found that it resembles most is from the 30s making it Showa era! So maybe poor research on their part.
It's definitely going for a period feel of the countryside being still quite traditional, but the city being very Western, somewhere before the depression era, rather than an exact period.

I only just watched Episode 3 last night and like you, was surprised to see the car - that's fascinating that you traced the design/look to the 30s! (Great detective work.) I think you're absolutely right about the period feel being kept extremely vague!
