That's exactly it. Take a Hollywood studio for example who will say, "right we need to fill the market with two horror movies, two action flicks and a romantic comedy this year", then market the films within the conventions of their assigned genre. They do this to guide people who really haven't got a clue into the cinema; people who know they like x or y and who are less inclined to take a chance on something new.
It's useful in marketing to label things, and it's useful for your average consumer too. As people have said here, to pigeon-hole any series (manga/anime/movie/whatever) that these days are often hybrid anyway is narrow-minded, but it must work as far as bringing in the cash goes, and it is effective when studying the market. It's not wrong, just frustrating when people disregard series without having seen them first because of what genre they fall into.
