Promo Manga Video VHS Covers

I've got some promo/ sample VHS covers which were included in an Anime magazine bundle I purchased a while back.

Each cover has "SAMPLE FOR PROMOTIONAL USE ONLY" printed on them.
I'm guessing they were sent to Manga Video for approval before they were mass produced, but can't be sure?
