I think a lot of the best artists study classical drawing and then just use what they gained from that to improve their stylised manga art - one example is Hiroaki Samura whose art I absolutely adore as a result, even though it has a very unique feel.
Lately some manga-style courses have popped up in Japanese colleges but I doubt there's any such thing here yet - perhaps the odd session on comic art and shorter courses as part of something wider ranging.
Your best bet is probably to talk to a local art college and see what they think about it all!

I agree with Rui 100 percent, you should try for an art course somewhere, I highly reccomend broadening your spectrum by exploring all types off art and applying what you learn to your manga work.
