Whenever I heard about something like this, I simply thought to myself: “Ha! Now they get to know what it’s like for us who have to pay an extra 20% on everything, even the second-hand incomplete free bonus items…”… it really will be no different than your VAT and other import charges for you in the UK - and it's looking like the de minimus changes will not apply to disc media and printed material, so I believe they will be exempt.
But notable is that media isn’t exempt (for the UK) - just books. So you’re probably still better off.
In a way; the same goes for the tariffs themselves: there was some reasoning about “levelling the playing field”, which at least for the consumer side of things is not wrong.
I’d just prefer it if they actually did revert the VAT rate to the old lower value (or less). But it’s obviously far too lucrative for the sticky-fingered.
I do think there was ever an actual stoppage. Possibly a small pause during switchover, but they just put the message out to temper expectations (or take advantage at passing the blame buck). And the knock-on effect was some over-reaction by mail-order companies…
