Assuming the site isn't British. Or American. Or hosted in either of them two countries I doubt they have the power to do anything. But I know nothing.

It has to provide the content here (i.e. no geoblock) and be hosted in a country that's signed to the Bern Convention.
It's still distributing it here without Manga's permission, even if they aren't hosted here.
