How many Foreign Characters in anime and mange can we list?

He's an interesting one, since he speaks in stereotypical broken Japanese.
 
There are loads that spring to mind.
I will mention Monster, everyone (except the genius doctor of course) is German.
Also, I doubt it's valid to say that anyone in a fantasy land that doesn't resemble feudal Japan is foreign (unless they specifically state it's set in a real nation), they're kinda just neutral, or unclassifiable.
 
Alexander O. Howell comes from Scotland
Wei Fei Li comes from China
Assam comes from Indonesia

I think there are a few in FMP.

Sauske Sagara (Kashin or what ever his real name is).
Kurtz Webber.

This gives me a good reason to go away and watch it again.
