Lupin III: Legend of the Gold of Babylon. Pretty bad movie but it has its moments, like that one for a start.

I'm with Maxon on FMP Fumoffu's 'Fruitless Lunchtime' - the awkward pause before Chidori kicks off just makes it all the funnier.

Detroit Metal City is a worthy mention too, I was choking on laughter during the 'Slash killer' episode. Sadly I couldn't find a clip, but the image should illustrate. For those who haven't seen it, the main character Negishi leads a double life as a mild mannered guy who's into Swedish pop, while alternating as Krauser II a near psychotic death metal singer. The results when he gets the two lives mixed up can be seen below..
