Actually, it can. Viz Media only has US rights for One Punch Man Season 2 and even if they did have the English dub produced it won't be streaming on Crunchyroll for the UK & Europe, that'll be Viz Media Europe's business.

I remember being told that Viz did have the European right that the articles reporting on it neglected to mention for whatever reason. I wouldn't necessarily expect broadcast dubs from Car yet hut Netflix has been able to stream shows around the same time as they broadcast.
