I guess I'll vote for Wendy.
I've seen more Fairy Tail than Code Geass (though I own more Code Geass, hmm) so I suppose I'll go with that. I'm not sure if I've actually seen Wendy or not, depends if she appears in the early episodes at all (I know quite a few of the characters that will become relevant later do).
