Anime Disguised As American Cartoons?

I picked up a couple of episodes of Inspector Gadget on DVD for £2 the other day. I've noticed on the ending credits at the end of each episode that there are alot of Japanese names for the artwork, animation, storyboards etc. Is Inspector Gadget really anime disguised as an american cartoon?

Also, I've noticed on alot of other 80's/ early 90's american cartoons have alot of Japanese names on the ending credits, e.g. Thundercats, Transformers, Jayce And The Wheeled Warriors, Mask, Action Force/GI Joe, Mighty Orbots, Visionaries, The Real Ghostbusters etc. Were these titles also anime in disguise as american cartoons?
 
It's not really "anime disguised as American cartoons", it's more like "Big Western Companies paid Japanese animators to do the hard work". In the technical definition...I guess it would be, but in the fan definition? Hell nah, GI Joe ain't got no moe girls or keikaku doori.
 
Nope not anime, just western cartoons partly made in Japan.
By current Japanese fan definitions it must be written for the Japanese audience and the animation direction and more senior roles (excepting financing) must be Japanese.
 
Bar the voice acting, Inspector Gadget isn't actually particularly American either. It was made by DiC, in the days when they were a French company.

I guess The Moomins was in a similar situation.

Isn't The Moomins merely an anime adaptation of the existing Finnish franchise, and therefore still an anime?

Ok then, Madhouse helped animate Hulk vs. is that anime even though it doesn't LOOK like anime? Where is the line drawn? WHERE!?
