It means Universal - Suitable for All Ages (roughly equivalent to American/US G for General), also the 15 rating means the highest age rating in the mystery box is 15, so yes no 18 rated titles, but there could still be U, PG (Parental Guidance) and/or 12 rated titles in the box as well :)

Moon Child by Reiko Shimizu is the first multi-volume manga I completed (it's 13 volumes) and I really loved it - she's the author of Himitsu - Top Secret, so I'm potentially interested in this, there's also an anime of it IIRC though I've not seen the whole thing just the first ep or two maybe :)
