540p is what I've seen for FMA:B and others, although that is usually determined by reverse-engineering (either anibin-style or by tricks like downsampling then re-upsampling at decreasing resolutions until you get a visible loss of detail) rather than actual knowledge of the process or materials.

If they're using the original ADV UK masters.. then they were usually converted to PAL (25fps) from the NTSC (30fps) masters using pulldown so the timing is the same. The timing changes when using 24fps masters; you can get away with a 4% framerate change but not 20%. I have the old ADV discs...
UKA compared the squished down Kaze discs of... was it K(?) to the US discs and they actually seemed to have done a decent job of using VBR to make the most out of the limited space.
Kaze have huge resources on the continent so can author their own discs, and also have more muscle both having the whole European market to leverage (as opposed to just the UK for MVM) and being part of ShoPro.
