That looks like "I-frame pulsing". Issue with how the rate control is set. Bits are not properly allocated over the B- and P-frames, so only I-frames aren't a mess.

According to Justin Sevakis a region locked UHD disc would not pass verification. I'm not sure it's geolocked like Justin suggests because one of them used a modified OPPO to change region code.

The materials are in 1080i 29.97fps with shots that are telecined 23.976fps and 29.97fps (there are possibly also some true 59.94i shots, but I'm not sure). A conversion to 1080p 23.976fps will always damage the shots that are animated in 29.97fps, but not even the 23.976fps were spared from...

I have seen screenshots of KonoSuba episode #1 Discotek BD and Japanese BD. There isn't that much of a difference overall, but there is slightly more banding on the Discotek BD and the dither/grain pattern isn't persevered as nicely.
